I don't see the issue with a driver choosing to pour the milk on themselves rather than drink it. Like at the end of the day does it matter if he sculls it, or has a sip and hands it to the team, or pours it on himself or doesn't open it, takes it home and puts it in the fridge? He won. He's given the milk. Should it not be his decision to choose what to do with it?

Just ask Emerson Fittipaldi about what happens why you don't follow the rules for celebrating an Indy 500 win

I remember when Emmo did that - back in 1993. He took a slight hit in the wallet but the fan backlash was worse. I actually thought what he did was cool.

He is the story from Wiki:

The race saw him break Indianapolis victory lane tradition when he drank a celebratory bottle of orange juice instead of the traditional bottle of milk. He was only the second driver to not drink milk at Indianapolis since the tradition was founded in 1936 (and firmly established in 1956). Fittipaldi owned several orange groves in his native Brazil, and wanted to promote the citrus industry. Fan reaction was negative to the break in tradition despite the fact that Fittipaldi chased the juice with milk. As a result of drinking the juice, Fittipaldi forfeited $5,000 from the winner's purse and publicly apologized to the American Dairy Association.

Fan reaction to the milk snub was highly negative, and he was booed a week later at Milwaukee. In the years that followed, many fans continued to hold the action against him. In interviews since, Fittipaldi explained his action, and apologised for the wave of negativity that followed. Fittipaldi returned to Indianapolis to drive the Chevrolet Corvette Pace Car for the 2008 Indianapolis 500. Despite coming clean, he was again booed and heckled by some fans during the parade laps.

Emmo never had another good day at Indy after that 1993 situation.

He crashed out of the lead in 1994 with 16 laps to go (and 1 lap ahead of second place) on the front straight, and the crowd cheered wildly...
Then in 1995 he didn't qualify for the 500 and the crowd cheered loudly again...

Then in 1996 he was caught up with CART being prats and missed the 500 again, and his career ended at Michigan later than season anyway.
