Team Penske hit with penalties over Push to Pass use; O'Ward declared St. Petersburg winner

The IndyCar Series has disqualified Josef Newgarden from the season-opening race in St. Petersburg which he won handily, disqualified teammate Scott McLaughlin from third and penalized Will Power with the loss of 10 points after determining Team Penske, the team owned by IndyCar Series owner Roger Penske, violated the series' push-to-pass rules.

Second-place finisher Pato O'Ward of Arrow McLaren has been promoted to first and awarded the win.

IndyCar's longstanding practice in its road and street course races is to disable the push-to-pass system, which gives drivers an extra shot of 50hp or so, prior to starts and restarts. The system only becomes active when the series enables the buttons on the steering wheel to command the engines to deliver the extra power.

During last weekend's event in Long Beach, the series found the three cars from Team Penske were able to bypass that software restriction and use push-to-pass at any time.

"During the Sunday, April 21 warmup session ahead of the Acura Grand Prix of Long Beach, IndyCar discovered the team's possible rules violation," the series stated.

"An extensive review of data from the race on the streets of St. Petersburg revealed that Team Penske manipulated the overtake system so that the No. 2, 3 and 12 cars had the ability to use Push to Pass on starts and restarts. According to the IndyCar rulebook, use of overtake is not available during championship races until the car reaches the alternate start-finish line. It was determined that the No. 2 and the No. 3 gained a competitive advantage by using Push to Pass on restarts while the No. 12 did not. Additionally, all three entries have been fined $25,000 and will forfeit all prize money associated with the streets of St. Petersburg race."

IndyCar president Jay Frye says the push-to-pass issue was rectified before Sunday's race won by Chip Ganassi Racing's Scott Dixon.

"The integrity of the IndyCar Series championship is critical to everything we do," Frye said. "While the violation went undetected at St. Petersburg, IndyCar discovered the manipulation during Sunday's warmup in Long Beach and immediately addressed it ensuring all cars were compliant for the Acura Grand Prix of Long Beach. Beginning with this week's race at Barber Motorsports Park, new technical inspection procedures will be in place to deter this violation."

Team Penske issued a statement through president Tim Cindric after the matter was made public by the series and blamed a software oversight for the problem and subsequent advantage that was seen when Newgarden streaked away from the field at St. Petersburg to win by more than eight seconds.

"Unfortunately, the push-to-pass software was not removed as it should have been, following recently completed hybrid testing in the Team Penske Indy cars," Cindric said. "This software allowed for push-to-pass to be deployed during restarts at the St. Petersburg Grand Prix race, when it should not have been permitted."

Cindric also acknowledged Newgarden and McLaughlin chose to use the illegal access to push-to-pass power, which calls into question whether the unfair advantage was known to exist in advance.

"The No. 2 car driven by Josef Newgarden and the No. 3 car driven by Scott McLaughlin, both deployed push-to-pass on a restart, which violated IndyCar rules," he added. "Team Penske accepts the penalties applied by IndyCar."

2024 V8CFL Tournament Rules / Scoring:

Wins are determined by round, not races.  Only one W or L per round.

Highest point total in round wins.

Round Tiebreakers:

1 Highest point total in any race that round.
2 Largest margin of victory in any race that round.
3 Highest finishing position of any tiebreaking cars in any race.
4 Second, third, fourth, and fifth respectively of item 3 (above).

If ties after that, results will be a tie.


Season rankings tiebreakers:

1 Best overall W-L percentage.
2 Best division W-L percentage.
3 Highest point total of any round all season long.
4 Largest margin of victory in any round all season long.
5 Head-to-head matchup result.
6 Coin flip I guess.

Welcome to the 2024 V8 Central Fantasy League.  This is the tenth year of the V8CFL in its current format.  We mark this tenth anniversary with the traditional tin and aluminum – aluminium in Australia.  Our ninth year was won by TAA Performance and Jetpac013.

Throughout the season:

A maximum of FOUR car changes (total) will be allowed for Groups A-D.

A maximum of TWO reshuffling changes (total) will be allowed in Groups E.  This is our tiebreaking group. These reshuffles are independent of your Groups A-D changes.

Changes made prior to Midnight Thursday Sydney, NSW time prior to the upcoming weekend round will go into effect for that round. Changes after Midnight Thursday, Sydney, NSW time, will go into effect for the next round. Sydney, NSW time, will be used for the V8CFL with respect to time stamps for all rounds.

Car changes must be made within the same group.

Points are scored by cars – not drivers. For example, if you have Car 8 on your team, Andre Heimgartner is that driver to start the season with. If he vacates Car 8, for whatever reason, and another driver takes over, you will still have Car 8 on your team. If Heimgartner subsequently starts driving Car 55, and you do not have Car 55 on your team, you do not have Heimgartner as a driver. You still have Car 8 unless you change cars in that respective group. Car 8 gets you points. Car 55 does not – unless you make a change to pick up THAT car in that group.  This could become very important should Brodie Kostecki be back in the mix during the season.

For the enduro rounds, whoever pairs up with the drivers in your cars, is on your team, but the car still gets the points – whoever is driving.

Please use the applicable Team Registration thread to make changes. Do not PM me with them. I want everything out in the open for all to see.

Points and scoring:

Each RACE will be scored for points.

Non-enduro rounds: Your total points tally from all of your Group A through Group D cars will be used to determine where you finish for the given race.  Seven cars.  Group E is for tiebreaking purposes.

Enduro rounds: All of the same seven cars will be scored along with your FIRST TWO choices in Group E - 10 total.  Group E will also still be the tiebreaker.

The five bonus points for the fastest lap at each sprint race will also be added as applicable.

Based on your total points, you will be placed in a finishing position/order. Whatever points per race the Repco Supercars are issuing for that given race, the V8CFL will also issue, based upon where you finished with your total point tally. For example, winners will receive either 300, 150, or 75 points.

Your cars in Group E will be utilized for tiebreaking purposes. The highest finishers in Group E will break the tie. It does not matter where your Groups A through D cars finish, Group E will decide the tie. Each participant will have all five cars in Group E in a listed order. That order will be your preference for breaking any ties.

For example:

If Participant A has Group E order as 3-4-2-99-??
& Participant B has Group E order as 96-2-4-3-??

It comes down to who finished higher – Car 3 or Car 96.  Let us say Car 3 tops Car 96 by four places, in this case, Car 3 wins the tiebreaker for Participant A.  If both participants have the same car listed first in the order, it will go to the second.  As listed above, Car 4 v. Car 2.

If still tied after that, we will go to the third car, and so on.

Cars must be classified/score points to be utilized in the tiebreaker.

There will be NO identical teams. If there are, I will request the last participant forming the identical team to change something. There can be identical teams with respect to Groups A, B, C, & D being the same eight drivers, or Group E being the same order of the five drivers, but not both (Groups A, B, C, & D and Group E) .

Sometimes teams change car numbers for various purposes. A change in car number from 11 to 100, for example, does not exclude the 11 Car from scoring. It will be recognized without saying that the 100 Car is/was/will be the 11 Car and scored accordingly.

Tiebreakers (in conclusion):

All ties will be broken using the following formula:

1) Highest finishing first chosen Group E car (points-wise) in race.

2) If tied, highest finishing second chosen Group E car (points-wise) in race.

3) If still tied, highest finishing third...fourth... and fifth.

4) If the Group E tiebreakers are identical for two or more teams, the highest finishing car in Groups A-D will break the tie.

If prior to a racing weekend, two teams attempt to form identical team rosters (all seven cars the same in Groups A-D and likewise order in Group E, I will not allow the last change requested.

There will be no late signups.

PENALTIES: Any points penalties levied against any team or driver by Repco Supercars will be fully recognized by the V8CFL. Said penalty, however, must be assessed due to a violation during a race, or post-race inspection.

If a penalty is levied against a driver or team for a rules violation during qualification, practice, or something bizarre such as a pit garage fight/scuffle, the V8CFL will NOT recognize the penalty. It must be directly related to the racing, or race incident.

CAMS Stewards Summaries will be the guideline for any penalties.

TheArrow will be in charge of this department for 2023. It is already up and running.  Have fun with it.

We will also have the V8 Central Fantasy League Tournament.  There will also be an Enduro Cup of some sort.  Details to come.  The Tournament will not start until Round 2 at the AGP.

In conclusion for 2024:

Each race will be scored for points. For non-enduro rounds Group A through D cars (seven cars) count for points. Group E will not.  Last season we had eight cars.

For enduro rounds, all seven cars PLUS the first two choices in Group E – 10 cars total.

Group E will be used as the tiebreaking formula for all rounds (reference above). If Group E does not break the tie, we will revert back the highest finisher of the Group A through D cars for the tiebreaker.

You are allowed FOUR changes total in Groups A through D.

You are also allowed two reshuffles (total) in Group E – the tiebreaker.

Reshuffles can be made at any time whether you have made any Groups A-D changes or not for that round.

The doors to 2024 have opened my friends.  Let us have a prosperous season ahead of us as we hold our glasses high in honor of TAA Performance and Jetpac013, our 2023 champion.

We will have a Tournament to go along with our V8CFL campaign, and Enduro Cups to boot.

TheArrow has opened up the 2024 Media Centre for us, also.  As in year's past, feel free to contact some of our members to assist with liveries.  I know Helix will be available - for Ford Mustangs.

Plenty of time to get our ducks in a row for the season.  These are early times.

In the meantime, we will wait out the Winter months here at V8CFL Headquarters in the States.

THE SUPERCHEAP Auto TCR Australia Series has confirmed a seven-round 2024 calendar that will see the series compete at a host of Australia's best permanent circuits next year.

The announcement was made on the grid at Mount Panorama ahead of the first joint Supercheap Auto TCR Australia and Kumho TCR World Tour race to be held at the iconic circuit.

TCR Australia will continue to race exclusively with the Shannons SpeedSeries in 2024.

The SpeedSeries program will be bigger and better than ever next year, coming off the back of a season with strong attendance and broadcast growth this year, capped off by the remarkable Kumho TCR World Tour double header which has shown the strength of the series against the best in the world.

The 2024 schedule includes both familiar circuits and some returning to the tour for the first time in several seasons.

Commencing at Sandown International Raceway in Melbourne in early February, the series will then return to the Apple Isle for Race Tasmania in March.

A stop at the iconic Phillip Island Grand Prix Circuit will follow in April that year before TCR returns to Shell V-Power Motorsport Park at The Bend in May.

TCR has competed at the South Australian circuit twice previously, both times in TCRs 2019 debut season. The second visit that year also doubling as the season finale'.

A trip to Queensland Raceway in July follows, before a mid-season break to prepare for the back-to-back Kumho TCR World Tour rounds in November.

That double act will see Race Sydney followed by the Supercheap Auto Bathurst International in the first two weeks of November.

The full broadcast package for the 2024 series will be announced at a later date.
