Can someone please explain the point system that was used in 2001 Supercars?

Points were awarded to the top ten in the Shootouts and to the top 32 in each race.
Top 10/15 Shootout points (all rounds)

Three-race sprint rounds per race (Hidden Valley, Barbagallo, Calder Park, Pukekohe, Sandown) and Canberra Races 1 & 2

I forgot about the points awarded in the Shootout!

I'm still confused as to why they did not extend the points for the Top 15 Shootouts. Seven points for 10th and zero for 11th just seems a bit weird.
