Even if a 3rd car gains an advantage from a redress issued by race control, I imagine the penalised driver would usually still prefer that over a 5 second penalty which they have no chance of overcoming.

Depends if the redress costs them more than 5 sec or not.

Also depends on whether a safety car comes out later and makes the 5s penalty harsher than merely losing 1 or 2 positions. Anyway, I was referring to the case where 3 cars are very close together that everyone was discussing here.
